With China's accession to the WTO honoured gradually opening up its domestic retail market commitment, since the end of 2005, China has the complete abolition of the foreign retail enterprises of all restrictions, the international retail giant with their own strong financial strength and wealth of management experience, bring ever greater impact to domestic Retail enterprises. However, compared with a strong financial advantage, the international retail giant advanced management level on the impact of domestic retail enterprises more profound and deadly, because this is not the gap between management and tactical level but a strategic level the gap. It is well known that the failure of the strategy is irreversible, and therefore raise the level of strategic management, domestic retail enterprises is the most important issue. How an objective, systematic, scientific measurement of the strategic enterprise system and establish an effective system of implementation of the strategy is to raise domestic retail business strategic management level of the necessary conditions.In this paper, the domestic retail market environment as the background, to their work based on practice, through the analysis on status quo and strategy of Anhui Commercial Capital, has designed a workable strategy management system based on the Balanced Scorecard. Among them, through the use of the Balanced Scorecard thinking, has build the Balanced Scorecard system of the Anhui Commercial Capital of the company, departments, the individual level , a strategic management system constitutes a strategic measure in part also by optimizing business processes and organizational structure carding , Strategic management and workflow system to complete the design of a strategic management system in the implementation of the strategy part of Anhui Commercial Capital, with a view to the adoption can build and continuously improve the implementation of strategy management system based on the Balanced Scorecard to achieve enterprises strategic objectives and ultimately win the market competition Victory.
