China is becoming an ageing country, and the ageing in the rural areas is faster than that in the cities. The ageing level in the rural areas is 1.24% higher than that in the cities. To make sure all people have endowment is the unshirkable responsibility of the government, and it also meets the need of safeguarding the stability and unity of society and the need to settle the"problems facing agriculture, the rural areas and peasants". But the current rural old-age security institution (ROSI) is immethodical, and the formal institution is missing, so most peasants can only rely on family support and land protection. The traditional old-age security way is facing challenge in the new historical conditions. We need to establish the ROSI which consists with China's national conditions. The imbalance of regional economic development impacts the establishment of the ROSI. This research is about to resolve the problem that how to establish the ROSI which can meet the economic condition and the old-age security needs in all areas. This research divides China areas into three strips: The East, The Middle and The West. Based on this division, we conclude that we should establish the multilevel ROSI.The dissertation covers 3 chapters and more than 40,000 words. Here is the main structure:Chapter One, Analysis of the Characteristics of China's rural areas and Peasants in the Condition of Regional Economic Development Imbalance. The imbalance of regional economic development makes rural areas to be different in many aspects. In section 1, we compare the socio-economic characteristics of the rural areas which impact the establishment of the ROSI.
