Study On China's Rural Social Security And Its Regional Differences

The undertaking of social security concerns everybody. It's not only a national undertaking, but also a civic one. It is one of the most important symbols of the civilization in modern countries. Social security system plays a key role in achieving social equity, protecting the basic rights of laborers, promoting the development of the economy and the progress of society. It is the requirement of the market economy and a means of resource distribution.Under the dualistic social structure since the foundation of China, the rights and interests of the rights and farmers were limited to some extent, so that it's very difficult to share the fruits of the economic and social development. China is a great country of agriculture, with the rural population accounting for 70% of all. The undertaking will not be perfect without the participation of the farmers。In the past, researchers focused mainly on urban social security system, while paid little attention to rural security system。With the continuous penetration of the Open & Reform Policy, social security,especially the social security in the country, will be widely accepted. In the Fourth Plenary Session of the Sixteenth Central Committee of our Communist Party, The CCP's decision on strengthening the construction of the ability of the Party's governance was passed in order to put in the important place the construction of a harmonious society and the promotion of social fairness and justice. It is an important guarantee of constructing a harmonious society to perfect the social security system while it is a substantial part of the construction of a harmonious society to respect and realize the farmers'rights of social security. Therefore, it's of great significance to study the problem of social security in rural China.Facing with the actual requirement,this article gives a further introduction of the historical and current situation of the social security in rural areas, and finds the main problems. Then, on the basis of analysis on the actual level of the rural social security among the Eastern, Middle and Western regions in China, I put forward a concrete act of establishing the social security in rural areas from the point of the government's function. Its main content is establishing a complete social security system with multiple source of funding that provides for the establishment of multiple insurance systems for different groups. Furthermore, the emphasis should be on making the urban social security system contain the farmer workers. The major parts of the rural social security are pension insurance,cooperative medical insurance and minimum living system in rural areas. In order to complete the rural social security,we should make the subject,the system of funding,administrative authorities and the system of supervision over social security clear and effective. By strengthening family security and establishing a system for both urban and rural residents, we can insure the development and stability of our society.
