Owing to investment risk and high cost of logistics system constructs, to assure the construction is scientific and reasonable, it is necessary for us to make a further research on design theory and method of logistics system. Under such background, the paper embarks from practice, profits from the mature theory, based on the advanced applied technology, stands in the system angle carries on the discussion and research to logistics system planning design theory and the assessment method.The development of computer simulation technique has provided a new support platform for logistics system planning design theory. This article is based on the computer simulation technique in logistics system planning design practice application, proposed AHP-F and DEA unifies evaluation model, thus causes the measure results to be more scientific objectively, and can provide quantitative information for logistics system design plan's optimized improvement.First, the paper has made the narration on good and bad points of the logistics system planning design theory and method, analysis respective superiority and the application limitation, thus discovered their relatedness and survival of the fittest collection. Then the paper proposed the logistics system design conceptual model based on the computer simulation, subsequently through analysis, establishes logistics systems assessment indicator system. Based on this, the paper has constructed the logistics systems assessment model which AHP-F and DEA are unified. Finally, the paper examined this model validity through the actual topic application, moreover, carried on the appraisal and the optimized improvement to logistics system planning design proposal.
