The ecological environment developed from a theory of ecology into a concept of macro eco-environment concerning the development of society, economy, culture, science and technology from the end of the 19~th century to the beginning of the 21~th century, during which it was accompanied with a very crucial time for China to accelerate its urban construction. With the speed-up of industrialization and urbanization in China, problems in the urban eco-environmental development have come out conspicuously. In the urban construction, some misunderstandings and errors occurred due to people's neglect of ecological awareness concerned in the urban economic development. In this case, the author holds that it is an inevitable course and also the aim for the urban modernization to develop an ecocity to harmonize the co-existence of society, economy, resources, environment, culture, and science for a sustainable urban development.This thesis redefines and illustrates the concept, the content, the buildup and the features of the ecocity in terms of the overseas ecocity theories, demonstrating that it is inevitable in Changsha's urban development to build an ecocity based on the analysis of the present ecological conditions in Changsha City. It further analysizes both the advantages and restrictions in the ecocity construction in Changsha and presents FCEI (The Four- Component Ecocities Index).Eco-construction belongs to the public wealth, therefore, it is one of the government's responsibilities to lay down a strategy in the developmentof an ecocity to optimize its distribution of the inadequate resources. From this point of view, this thesis can also serve with its high value in practice as a reference for the government departments concerned.
