| From past to nowadays, people had known the quality of products on the micro fieldssuch as the good or weak quality of a specific product. Whereas had no idea on the macrofields, for example, the overall evaluation on all the products’ quality in one district, thechange of product quality from reform and opening up to nowadays, and the regulatoryability from the government departments.The study on product quality of macro fields is still very fresh, and there’s no publishedoutcome in this field. As a matter of fact, governments of all levels and product qualitysupervision bureaus, some organizations and consumers are thirsty to recognize this problem.This paper is on the study of industrial product system and constructing a quality indexsystem that can reflect the true quality of product, the technology level of products and thedeveloping capability of quality in one region one specific term. This paper applies themanagement of statistical analysis methods, builds a mathematic model, and gets a generalevaluating index that can reflect the overall quality level and developing ability in one regionone term objectively, that is quality index. This paper will analyze from the following aspects.Firstly, analyze every factor that affect quality, and study deeply in it, after a pre-choice,construct a critical quality index system that make influence on the quality index. Secondly,pick up18index’s accumulative data from an annual report of Guangdong Quality andTechnical Supervisor Bureau (attachment: annual reports with tables from22prefecture-levelcities in Guangdong Province) as critical quality index’s original data. Analyze and filterquality index objectively according to the management of statistical analysis methods, anddetermine the role quality index and its influence, with its weights, construct mathematicmodel of quality index.Based on large amount of quality supervision job in quality supervision department, andaccording the statistical analyzed on the critical13index, we see it clearly that quality index–the newest concept–can measure the general quality level and quality developing capabilityin one region one specific term perfectly. And the quality index can be expressed by the meth-metical model with13critical quality indexes in this region, with its influence and weights.This study refines a method and process about constructing regional quality index, and build quality index model. With this quality index model, every one can understand thegeneral quality level easily; owning to this quality index model, the general quality level andquality developing capability in one region one specific term can be measured. Its first timeto make a statistical ranking about quality index to22prefecture-level cities in GuangdongProvince, and the ranking is consistent to the reality. This quality index can be as scientificreference to the assessment from the superior to the lower level, which will conduct qualitysupervision bureau in local government to make a better management. This quality indexshows an intuitive quality level to consumers and lets every one get to know it. |
