The home-based care service in rural area is a kind of public service form that the government holds in high esteem.It reorganizes and consolidates the local communities in rural areas to provide material and mental needs for the old people in the countryside.With the rapid development of economic society and the accelerated process of urbanization,the number of aged in rural areas has increased rapidly.Especially when young people go out to work and the traditional ideas becomes hard to change,the problem of rural old-age care is becoming more and more difficult.In such a social environment,the home care service in rural area has becomed outstanding for meeting the needs of living in their own house.Otherwise,it also provides diversified and high-level service for the elder.Therefore,on the supporting of the local government and old people,home care service in rural area developed rapidly.After the research and analysis of home care service in Licheng town,,this paper makes a vague impression of the rural home care service in the rural areas.It founds the service system constantly improved in recent years.In addition,the service facilities keep pace with the times,digital services and people-oriented service become more and more.At the same time,some problems have been found: insufficient understanding of this service;the contradiction between supply and demand of home care service in rural area becomes clear;insufficient capital investment and insufficient effective participation of social forces turn to evident.The causes of these problems are as follows: the concept of supporting the aged is not in harmony with the social development;The government’s function in home-based care service is biased.Single source of relevant funds;Integration of social forces is difficult.Through studying and drawing lessons from successful practices and experience at home and abroad,this paper puts forward the countermeasures for improving the home-based care service in rural area,Licheng town.Reforming the idea of home-based care service;Strengthening government leadership and policy support;Rich sources of funds;Making full use of the social organization and volunteer.
