Diversifying Their Ownership Structure Of State-owned Enterprises Study

State-owned enterprise (SOE) reform plays a centre role in China's economic system reform. In the limited interim of accessing WTO, state-owned enterprises have entered into the critical period for accelerating reform. Arguments for reform approaches exist all the time, the 2004 debate about property right reform especially aroused intense social reactions. It is absolutely necessary and is meaningful theoretically and realistically to re-understand the current property right reform in the new situation and to research for how to promote multiple reform of property rights structure.In the introduction section, this article explains the research background, brings up the research proposition, points out the research significance and logic structure of the article, and defines relative concepts.Chapter 1 analyzes the extant problems of state-owned enterprises and the new challenges after they accessed WTO, and demonstrates the necessity and urgency of SOE reform. The chapter concludes that property right reform is an important aspect of SOE reform through analyzing the problems left by former reforms and elucidating the functions and effects of property rights. Beginning from analyzing the risks and costs of property right reform, the article points out that diversification of property rights structure is an effective choice of SOE property right reform. This diversification could reduce the risks and costs of property right reform, it also helps to complete corporate governance structure and enhance enterprise competitive ability.Chapter 2 explains the necessity to serve the general principle in order to achieve the anticipated effect of diversification reform of property rights structure. Firstly, due to the general functions of State-owned economy in modern economic growth and social advancement and the special functions in transition period, diversification reform of property rights structure should accord the function orientation of state-owned economy.
