| From the beginning of the "power delegation and profits transfer" of the state-owned enterprises (SOE) in 1980s, China's SOE reform has been driven with the logical thinking of property rights' (PR) reform, moreover, the property rights' reform has become a fundamental issue that we can't ignore. Currently, the reason why our government and the academic circles pay close attention to the PR issue is that the problems in PR's reform have been solved not well and become the most crucial of the SOE's adapting to the market economy, the most severe in the SOE reform.In China, the PR's reform generally includes aspects as follows: firstly, by the PR's reform, the many-faceted market subjects will be encouraged and developed, so that the governmental capitals can enter, strengthen or participate actively in certain economical fields to adjust, strategically, the state-owned economy and to reorganize the SOE; secondly, the state-owned assets supervising and managing system is to be established by the classification and the arrangement of the PR. With the establishment of the subscriber system in the SOE, the governmental capital's management of the people, affairs, and assets will be joined, so that its ownership will be truly secured; thirdly, with the modification of the PR relations, the inner managing structure of the enterprises will be perfected and the new contractual relationship, or the new duty-right-profit relationship between the succedaneums, managers and the employees will be established to improve the performance of the SOE.Since 2005, the Party Committee,and the Provincial Government of Jilin Provincial have made the deployment and the request about the state-owned enterprises` reform and the state economy layout adjustment, according to this, the National Capital Committee of Jilin Province persistes in takeing the development as a master line, impels the province to be the enterprise positively to implement the remanufacture reorganization.After more than one year of endeavors,among the National Capital Committee of Jilin Province respective 393 householding investment enterprises and the nuclear core enterprises, there are 373 enterprises having completed the remanufacture or being to remanufacture, reached the 95 percent..In 2006 the profit of enterprises belong to the province have increased 20.2%,acheaving double profit,has realized the synchronization growth of the development speed and the benefitdirectly. .It can be said that, since 2007, the state-owned enterprises` property right reorganization of Jilin Province entered a new development phase.The research object of this paper is the state-owned enterprises'property rights pattern.Under the guidance of the Marxist theories of property rights, the achievements of the foreign and domestic theories of PR and enterprise governance are absorbed critically.With the basically theoretical analysis, the experiences are summarized systematically; the more than 20-year-historical process of the state-owned state reform is analied, also the troubles and problems of the state-owned enterprise are facing, point out systematic designing principles and the structure of microcosmically enterprise governance management and macrocosmically administation and superving of state-owned capitals,thus,a enterprise development PR pattern fitting Jilin is raised.
