In times of knowledge economy, knowledge becomes the most important resource inenterprise's business activities day by day, the mastery of the knowledge and enterpriseinnovation make people stand out of the economic activity, the conception of "people first"has got unprecedented strengthening. So the research of connection between inherentquality of people, including knowledge, skill,behavior,individual character, drive strengthfactor, and working performance deepen day by day, The human resources managementsystem that focus on competency is paid close attention more and more by people.The human resources management system that focus on competency is set up on thebasis of competency model. Competency model consist of a series of different qualityrequired by performance goal, including different motives, individual character and qualityrequiring,self-image,social role and knowledge and skill level, distinguishing thecomprehensive behavior of the individual outstanding and general performance notably.The setting-up of the competency model has established basic point for thedevelopment of enterprise's human resource management activity, through the competencymodel,have described the connection among key competitiveness, key ability and staffskey speciality and skill of enterprises clearly, thus make the staffs quality requirement canbe conformed by the drawing and demanding of enterprises strategic objective .Throughcompetency models that can judge and find the key drive factor that causes performancedifference thus become the basic of improving the performance. And it can instruct thestaff how to give play to the personal quality advantage,and obtained the high performance.The competency model offer the direction for realization。goal of business strategy,enterprise overall goal , goal of performance of group,personal performance goals.This text basal on the question that meets in practice, causing the thinking ofcompetency model, from putting forward, defining, to studying, on the basis of thethinking and understand of the theory,have expounded the procedure, method, andapplication in every plate of human resources management. Finally give some constructivesuggestions from consummation of procedure and application of the competency model.
