With the deeper of global economy, the powerful mechanism of universal development is changed from material capital to manpower capital. Under this background, our country puts forwards the policies of Human Resource Is The First Resource and Talented Person Can Strengthen The Country. Changsha government also responds the state's appeal, posing the grand proposition of Talented Person Can Strengthen The City. But how to carry on the macro-management of human resource through proper means is becoming one important and urgent task.In view of this, the thesis begins with the general theories of human resource and human resource management. Therefore spreading to its definition and present studying conditions of macro-management on human resource. In order to set up a system for human resource management from macro-angle, the author tries to go on a series of studies for conceptions, development, matching and social security of human resource management. So this can form a complete research of human resource management with micro-management.From the practice, this thesis analyzes detailedly the present conditions on human resource and its main problems for macro-management of human resource in Changsha through the method of evidence analysis. Besides this, the paper also utilizes the way of comparing analysis. By absorbing other city's experience of management, such as Beijing, Shanghai, Guangzhou, Wuhan etc. It discusses thoroughly the suggestions of macro-management of human resource in Changsha. The author hopes Changsha government can mind and reinforce the macro-management of human resource. So it will develop abundantly the total superiority of human resource by force of the strategical opportunity for central region's rising.
