In our country, with the furtherance of reform in economic system, especially during the transition from a research institute to an modern enterprise or the reform in national defence industry, Beijing Chemical and Metallurgic Research Institute of Nuclear Industry (abbreviated as BCMRINI later on), pressed by a bad need of survival and development, deems it quite necessary to conduct a strategic research.On the basis of a survey of the BCMRINT, this paper analyses its macroc,micro and industry environment by adopting PEST method and Porter's Five-force Competition Model. Furthermore, this paper also analyses the inner environment of the BCMRINT by assessing its inner resources and analyzing its comprehensive strength.By adopting SWOT method, this paper still summarizes the advantages and disadvantages of the BCMRINT and expounds the opportunities and challenges it faces. Taking into consideration all facters involving the development of the BCMRINT, this paper sets its mission and goal of development in the next five years; this paper sets its overall strategy of "maintaining the position with military products, promoting the development with civilian products and securing stability with the tertiary industry"; this paper also advances the strategic orientation of "developing core industry as an immediate goal and developing pluralism as a long-term goal"; this paper, in addition to that, still pinpoints the strategic focus of "structural adjustment, building of laborationes, upgradation and improvement." In order to gain and maintain a cutting edge in compatition ,This paper presents the principle of "differentiation and integration"as the basic strategy for the research in military. Considering the life cycle of industry and products, this paper points out that the focus of industrialdevelepment includes refined chemistry, precision instrument and meters, real estate development and thus according by suggests the strategies for their development respectively.
