The rapid growth of national economy inevitably leads to the increased demand for energy. Meanwhile, the regional contradiction between supply of and demand for energy has laid a heavy burden on transportation. The negative impacts on environmental protection imposed by structural problems of energy consumption also attract extensive attention. Therefore, it is the guideline for national energy policy that efforts should be made to develop clean and highly efficient alternative energy technologies to break regional limits. Along with the quick development of nuclear power technology, people are now walking out of the shadows of disasters brought by nuclear power stations in the past, and begin to recognize the value of nuclear energy. It is a choice of the era and the public to develop nuclear power in a more active manner.Today, following the trends of economic marketization and globalization, new powerful competitors are setting their feet in nuclear industry, characterizing it with diversified technical patterns and changing technical levels. Foreign industrial leaders begin to take their sights at the market in China. Every player in the industry is now choosing the most suitable development strategy by carefully analyzing the environment of competition and making use of all resources available to meet the challenge and to take the opportunity, with an aim to improve its core competitive power and maintain a long-term competitive edge.The design faculty of Nuclear Power Institute of China (NPIC) is an institute specializing in engineering research and design of nuclear reactors. By integrating scientific research and engineering design, the design faculty successively designed the first nuclear power unit and the first pulsed reactor in China. In late 1980's, NPIC's design faculty began its engagement in designing large nuclear power stations. The reactor and its major loop for Qinshan Nuclear Power Station Phase Two were designed by the faculty. At present, the faculty is the designer for most nuclear power projects under construction such as expansion of Qinshan Nuclear Power Station Phase Two, Ling'ao Nuclear Power Station, Hongyanhe Nuclear Power Station and Fangjiashan Nuclear Power Station. As the technical backup for Qinshan Nuclear Power Station Phase Two and Dayawan Nuclear Power Station, the faculty is undertaking technical service for a number of nuclear power stations in service. How to meet the challenge and take the opportunity to build a competitive organization and obtain sustainable competitive edge with the changing external environment, insufficient key resources and lacking of some certain capacities, is the purpose of the strategic consideration for the faculty made in this article.By studying NPIC's design faculty, analyzing its external environment as well as internal resource and capacities using tools such as SWOT, etc., this article brings forward a general strategic vision for the faculty and makes some suggestions on its decision making.This article consists of six chapters. Chapter one summarizes the background of NPIC's design faculty and the necessity of strategy making; Chapter two analyzes the macro environment the design faculty facing through four aspects, i.e. policy supports, demand of economic development, changes in social opinions and quick development of technology; Chapter three analyzes the basic economic characteristics, the five competitive powers, major competitors, key factors for success and the driving factors of industrial development in the nuclear technology supply in which the design faculty specializes, as well as the opportunities and challenges brought by these factors; Chapter four elaborates on various tangible and intangible assets available to the design faculty, its advantages and disadvantages in financing power, human resources and capacities, organizing ability, R&D capacity, knowledge management and learning ability as well as organizational culture, etc.; Chapter five sketches out a development strategy for the design faculty by utilizing analyzing tools such as SWOT, etc.; Chapter six lists some additional issues that need further consideration to achieve a successful implementation of the proposed development strategy.
