Energy is a base industry for the national economy. Developing the nuclear electrical power is not only benefit for optimaizing the energy structure, but also for promoting the economical acceleration, protecting the environment and upgrading the industry structure at the severe situation of energy (petroleum) crisis and electrical power shortage in China. Since that, committee of national development and reform of China has programmed the new and positive industry policy of accelerating nuclear electrical industry development.Several enterprises who are qualitfied by National Nuclear Safety Administrative have the ability of provide the designing and technical service for nuclear electrical project and they occupied the competitive market of domestic nuclear electrical field with a oligarch monopolization structure nearly. The matket structure will be changed to monopolization-competition structure potentially and possibly, and main several competitors will existed in a special competitive and cooperative situation of the gambling market under the uncertain background of that the demestic potential competitors will be increasing and the multinational large contractors also will participate in the Chinese nuclear electrical field. XX institute is a part of China Nuclear Industry Company and is a large state-owned enterprise. XX institute has some competitive advantages in designing and technical service for nuclear electrical project base on the market analyses for 10 years recently.The market competition will be more drastic than before along with the hope of nuclear electrical development being coming. So, the competitive strategy is more important to create competitive advantage and making the core competitive force for XX institute in domestic nuclear electrical field. However, XX institute who is a state-owned enterpriase ignored the research and analysis for the competitive strategy before and does not establish competitive strategy itself at present.
