The Development Of New Urbanization In Kunming From The Perspective Of The Main Functional Area

"The Eleventh Five-Year Plan" proposes 《The National Program For The Main Functional Regions》, based on the present situation of land resources and load-bearing capacity of environment in China. The main functional area planning refers to dividing the national land space of China into optimized developing region, main developing region, restricted development region and prohibited development region according to the diversity of bearing capacity of resource environment existing development intensity and development potential in different regions, using the study method of "concrete question concrete analysis". The partition of main functional regions is an effective way to achieve coordinated regional development and spur economic growth.In recent years, Yunnan Province has been considered as "an important beachhead open to the Southwest China", and also a vital province for Southeast Asia-oriented development by the State. Located in the southwest border of China, it belongs to an eco-environmental fragile area with a serious shortage of land resource, where mountain areas and mid-levels accounts for 94% of the total area, but plains(basins. river valleys) only takes up 50% of the total. By 2010, among the 50,000 additional acres of land for construction use in the whole province, the proportion of high quality cultivated stands at about 50%, up to 125,000 acres. This shows the contradiction between land resources and urbanization is daily outstanding. Yunnan Province aims to develop its central area, So Kunming as the center, while playing a key role in the western development strategy, also faces huge challenges. Strategic development orientation of Kunming will directly affect the development orientation of Yunnan, even China. At the national level, 《The National Program For The Main Functional Regions》 explicitly emphasizes that the central area in Yunnan should try to become an important hub of communication connecting Southeast Asia and South Asian nations, and also an important portal open to them. Yunnan urban economy enclosing should be an integrated economy enclosing linked by the major transportation, which should regard Kunming as the center and be supported by the nodal cities such as Qujing、Yuxi、Chuxiong and ect..Based on the development status with the representative of Chenggong District, it is significant to study new-type urbanization problem under the horizon zone of main functional areas. The development of new-type urbanization not only lays a foundation on planning national main functional areas, but also provides a safeguard for realizing green urbanization in Yunnan. The paper analyzes and studies new-type urbanization process and limitation factors in Kunming, explores the new-type urbanization in Chenggong District, Kunming from the perspective of cooperative development between main functional areas and urbanization on the basis of using experience of new-type urbanization in other areas, and proposes a suitable path for developing new-type urbanization in Kunming.
