In order to optimize the economic structure and urbanization distribution, alleviate the pressure on environment, make China's population re-distribution reasonable, the "National 11th Five-Year Plan" clearly put forward the main functional region strategy. The strategy's Population policy requires the overloading population in the restricted and prohibited development regions should transfer to the optimal and key development regions gradually and orderly. It is an effective way to settle the problem by promoting urbanization reasonably.Gansu's ecological system is extremely fragile, and its economy is under-developed, population quality is poor and lives scattered. In the light of the strategy's requirement, there is a great number of people should migrate, but carrying out such transfer is more difficult than other provinces. Starting from the relationship between population migration and urbanization, the article cards the domestic and foreign theories on population migration, expounds the connotation of the strategy and its adjustment on the spatial pattern of population urbanization. Following those analysis, the article discusses the relationship between Gansu population migration and urbanization, predicates the trend of Gansu's population urbanization by the adjusted "Logisitic" model. Then comes to a conclusion that key development regions should develop an urbanization pattern that large and medium cities combine with towns, restricted development regions and prohibited development regions should develop an urbanization pattern that small cities combine with small towns:At last, the article puts forward some suggestion on making the transfer effective and promoting the population urbanization.
