This paper, based on analysis of the capacity constraints in M company’s rolling unit, presents how to improve the capacity and competitiveness, using the tools of Theory of Constraints.The fierce competition of market has brought serious challenges to the enterprise. It is more difficult to arrange production plan, while the order is multi-item, small sized and difficult to manufacture, especially for this kind of continuing producing unit from iron and steel industry. Therefore, the study of improving capacity is meaningful and valuable for M company.The goal of this study is to improve the producing capacity. Empirical and quantitative methods are both used to analyze the constraint. The constraints are identified by differential method, and they are improved by optimizing technology and improving management. The production planning and control system optimization has been advanced with DBR method through adding three different functional loops as the butters, carrying on the detailed schedule to the production plan of the constraint process, and adjusting the non-constraint process to follow the rhythm of the constraint with the loops. During the period of half a year after the project started, the production capacity of every month has stably reached the goal, which proves that this capacity improving program is effective.
