Lean production stems from Toyota production system, it is the third revolutionary production type after both single production and mass production. Lean production is customer-oriented on value and demand, to eliminate all kinds of waste, to shorten the delivery time and expose the existing problems, to solve problems thoroughly by JIDOKA tools. Pursuing perfection in management is to get the maximum value with limited enterprise’s resources and to sustain business operation forever. Lean production now is being applied not only in production scope, but also in non-production scope in many enterprises, changing business process, cultivating people’s habit, finally forming the culture of pursuing perfection. Currently a lot of consultant companies and enterprises quickly adapted lean production. Through the integration of theory and practice to prove the value of lean production, many companies established their own lean production model to consolidate and sustain the effect of lean production implementation. With the validation of lean production application and theory in Voith Paper (China) combining with the work experience of operation excellence in Voith Paper (China), this article studied the implementation strategy and ways for foreign enterprises under Chinese cultural circumstance. It elaborated the background and purpose as well as significances for this article> review of lean production theory and documents> Voith Paper’s production problems study, Voith Paper OPEX’s establishment and implementation, summarization of effect and lesson learned, sustainable mechanism etc.This article broke into five chapters. Chapter I generally elaborated the background and studying problems, introduced the thought of this article, illustrated this article’s purpose and significance.Chapter II introduced the development courses for lean production theory, elaborated the core value and features for lean production, studied hierarchy of lean production, and introduced TPS (Toyota Production System)Chapter III studied and analyzed production problems for Voith Paper. Firstly it generally introduced company’s basic information; secondly it studied and analyzed Voith Paper’s own production problems, based on this, it figured out the improvement demand for Voith Paper and concluded the strategies and technologies of lean implementation for Voith Paper.Chapter IV discussed the establishing and operating of lean production model for Voith Paper which it is so-called OPEX. It introduced OPEX hierarchy for Voith Paper、foundation improvement for lean shop floor management、line balance improvement、introducing TPM(Total Productive Management) and SMED(Single Minute Exchange of Die), finally it compared and analyzed the difference between OPEX and TPS.Chapter VI explained and analyzed the experience and effect of OPEX implementation, pointed out the existing problems during OPEX implementation, discussed and analyzed the sustainable mechanism for OPEX in the future.
