A Study On The Poverty Alleviation And Development In Rural Areas Of Yunnan Province

Yunnan Province, as the country’s largest poverty counties, the poor population ranks second in the country, is the main battlefield of poverty alleviation. In accordance with requirements of the central eighth session of the fifth plenary session, to 2020 years to achieve the province 574 million rural poor, all out of poverty, pick all 88 counties hat, 476 in poor townships, 4277 poverty villages in all the column, poverty-stricken counties in rural residents per capita disposable income growth higher than the average level of the province, by 2020 to reach more than 10000 yuan, to ensure that the province’s population in poverty by 2020 as scheduled out of poverty and poverty-stricken areas fully completed synchronization well-off society, Yunnan Province poverty alleviation work responsibilities.At present, Yunnan Province poverty alleviation and development adhere to development oriented poverty alleviation policy, especially in remote, minority and poor areas of the depth of poverty population, to border area in western Yunnan, Tibetan inhabited areas, stone desertification area and Wumeng Mountain Dalian special difficult areas(hereinafter referred to as the four large area) was the main battlefield, the government poverty alleviation subject as the leading, mobilize all the resources of society, through development area, the whole village advancement and precise poverty alleviation and other various poverty reduction to promote ways of combining, to promote the coordination of the work of poverty alleviation and development. By review and development situation of Yunnan Province poverty alleviation and development in the historical process of this paper and analysis problems of poverty alleviation and development in Yunnan Province, and through the statistical description method and FGT poverty measurement method of overall features and differences of the four area in Yunnan Province were analyzed, the analysis of constraints of area development; finally, according to the domestic and foreign practice of development and poverty alleviation, put forward corresponding countermeasures and suggestions to the problem of poverty alleviation work in Yunnan Province.
