This article is intended to put forward feasible suggestions based on the guidance of domestic and foreign flexible benefits theories and the systematic study of practical achievements and questions of the Z Group’s flexible benefits in China, which is to be benefit to China’s enterprises flexible benefits plan subsequent research and business management practices.This paper, based on reviewing and sorting out the literature about flexible benefits, defined the relevant concepts at first, and then studied and summarized domestic and foreign flexible benefits theory and practice. On the basis of theoretical research, combined with the practice of Chinese enterprises’ flexible benefits plan, and involved the theory and practice of flexible welfare plan design and implementation of Z Group as the model, and on the main causes of conflict and possible solutions to these problems, did the innovation tendency research in the following three aspects:(1) Integrated used Flexible Spending Accounts and the advantages parts of Core plus Option Plans and Opt-up/Opt-down Plans, and changed and upgraded flexibly, and formed an innovative flexible benefits plan type:I named this innovative flexibility welfare plan type as the Required plus Option Plans under Flexible Points Account.(2) In the study about the Z Group flexible Benefit plan, for the first time, raised the optimization to solve tax compliance issues in the flexible benefits localization process and optimized the tax legally based on the Chinese tax regulations.(3) Make use of marketing concepts and tools to operate flexible benefits program, so that flexible benefits are able to have a better effect on retain and attract talents.
