Research On The Improvement Of Public Employment Service Organization In Shanghai

Employment is the basic thing in people’s livelihood. Youth employment is an important part of the system of employment in the society. The problem of youth employment is related to the youth’s survival and the development of China’s reform and social stability. With Shanghai’s economic reform and the economic structure transformation, youth employment environment and conditions also change constantly. How to deal with Shanghai youth employment to adapt new situation is a new problems, which will cause attention by the family, school and society’s widespread. The ‘12th five-year plan’ of Shanghai youth development stressed that we need to pay attention to youth employment, increase youth employment, and enhance youth employment ability, and protect the labor rights of youth. We also should encourage youth entrepreneurship strongly, and actively create a good atmosphere for entrepreneurship.In recent years, the problem of urban youth employment is conspicuous. Youth unemployment rate accounted for the overall unemployment rate ratio reached the highest point at the end of 2011. The problem of youth unemployment is complex. First of all, this paper summarizes the main features of the unemployed youth groups by means of questionnaire survey. The main reasons of the youth unemployment include economic reasons, education reasons, youth for their own reasons and family reasons.Secondly, this paper reviews the work of Shanghai public employment service institution in recent years. In March 2012 also launched a special plan to support the unemployed youth employment. Through several years of efforts, the public employment service institution has made positive results in promoting the youth employment. But the institution still needs to improve because of the work style, the limitation of professional ability, information system construction.Finally, based on the emphasis and difficulty of the public employment service work, this paper also draw lessons from western developed countries to promote youth employment. Shanghai public employment service institution should put forward from six aspects, which includes ‘to carry out investigations, positive publicity and guidance, to enhance the service capabilities, to support entrepreneurship training, to implement support policies, to form a social force" to improve the work of Shanghai urban youth employment.
