Since the reform and opening up, with increasingly establishing and developing of socialist market economy, our country's employment problem is gradually emerging and the employment contradiction become more and more acute. Entering the 21st Century, with continually and deeply developing of building a new socialist countryside, the fact that the problem of rural youth employment is being on the rise also extensively draws the attention of the whole society. The employment status of rural youth is far from being satisfactory due to the self-factors of low level of educational background, short of labor skills and low self-security consciousness etc. and the restriction of external employment environment. The solution for the problem of rural youth employment is in relation to the development of rural economy and the stabilization of society as well as to the realization of harmonious socialist society target.From the public management's point of view, the article elaborates the meaning of the construction of public employment service system for rural youth. Based on Jilin province as individual cases, by using the positive analysis method and surveying the actual state of Jilin provincial rural youth employment, the employment actuality of rural youth and the existing problem of employment service system for rural youth is concretely analyzed, and also the basic thinking and countermeasures of the construction of public employment service system for rural youth is addressed.The article is divided into three parts:The first part, the meaning on constructing of public employment service system for rural youth. From the public management's point of view, on the basis of using the scope definition of rural youth and the concept of public employment service from present experts and scholars together with self-understanding, the concept of employment service system for rural youth is defined as regarding the government as the leading, with the participation of all parties from society, through the rural employment service agency, to help rural youth in obtaining job opportunities and upgrading employability and to support rural youth to become self-employed as well as to help employing unit in seeking for qualified rural youthful labor force etc. a series of services. The features of employment service system for rural youth also are analyzed in this part. The reality and profound meaning of the construction of public employment service system for rural youth are expatiated by the article, which points out that the construction of public employment service system for rural youth not only can ensure that the government provides efficiently and normatively employment services and increases the income of the formers and promotes the social harmonious development, but can also adequately bring the Communist Youth League into play for servicing youth and promote the power of influence and the social status of the Communist Youth League.The second part, the employment actuality of rural youth and the existing problem of public employment service system of Jilin Province. By the survey data of analysis, the article describes the employment actuality of Jilin Province rural youth in respect of transfer mode of rural labor, nonagricultural income and nonagricultural transfer scale, employment forms feature and entrepreneurial mode etc. According to the survey data, from the aspects of the subjective factors and objective factors of rural youth employment in Jilin Province and the relationship between he subjective factors and objective factors,the article analyzes the outstanding issues from the construction of rural youth employment service system in Jilin Province and indicates that the imperative outstanding issues mainly shows as follows: lack of the government leading and short of support force for policies on the part of the policies propaganda and implementation; no long-term effective mechanism for promoting employment and entrepreneurship; absence of necessary skills training, entrepreneurial guidance and funding support; short of the organizations for providing services; deficiencies in the social security mechanism; and no effective security for the rights and benefits of rural youth etc.The third part, the thinking and countermeasures of the construction of employment service system for rural youth. On the basis of using the experience of other countries for reference and the result of positive analysis, aiming at the existing problems about the rural youth employment and rural youth employment service system, the overall framework for the construction of rural youth employment service system is addressed at the macro-level firstly; and then, the concrete countermeasures of the construction of rural youth employment service system are proposed at the micro-level:Build the employment policy system. I.e. to bring the government into full play as a main role with respect to providing public policies, to break the division between town and country and to cancel various restrictive provisions on in-city employment and self-employment for rural youth, to put forth preferential policies related to the employment support of rural youth, such as entrepreneurial loan and taxation etc., to provide the free services consisting of information consultation, skills training, entrepreneurial guidance etc and to provide the uniform policies integrating with city youth employment in terms of the social security.
