Since the economic system of our country entered a stage of adjustment and transition in 1992,the unemployment problem has been getting worse.The severe employment situation let us not be optimistic.High unemployment rate can cause not only a lot of waste of human resources,but also lots of social problems.The unemployment problem is a serious challenge facing our country.Our government and economists have been highly concernd about it.This paper discusses the re-employment problem of unemployed urban residents in Changsha City.At first,it analyzes comprehensively the unemployment status and the re-employment status in Changsha City,and found that the employment situation is grim.Then,based on a survey of 120 unemployed residents in Changsha City,this paper constructs a Cox proportional-hazards regression model and applies Bootstrap estimation method to it to analyze the main factors affecting the unemployed urban residents'Unemployment durations. It has found that Age,Educational level,Physical condition,Nature of the original work unit and Skill level impact the Unemployment duration significantly. By decreasing order of impact, Factors that promote re-employment are Skill level, Physical condition, Educational level. By decreasing order of impact, Factors that preserve unemployment are Nature of the original work unit and Age. And then, this paper constructs a Multiple linear regression model containing qualitative variables to analyze the main factors affecting the re-employment income. It has found that Educational level,Political landscape,Skill level and Ways to find a job impact the re-employment income significantly. By decreasing order of impact, Human Capital factors are Skill level, Political landscape, Educational level. By decreasing order of impact, Job-search factors are Social Network, Government resettlement, Self-seeking.At last ,based on the research results of domestic and foreign scholars,this paper uses the empirical results and provides some re-employment policy recommendations.
