China from a planned economy into market economy system sincereform and opening up, rapid economic development has maderemarkable good results. However, in economic development, theproblem of unemployment, especially in older urban unemployed personsincreased, the government comprehensive construction factors ofdisharmony of the scientific concept of development, the form of severelabor market, employment and economic development, social stability isclosely linked. Vocational skills training for unemployed persons tosolve the problem of re-employment of unemployment in urban areas hasbecome the focus of the work of the government employment policy.Unemployment in urban areas of Beijing XX survey, focusing onthe training institutions in the system of vocational skills training,unemployment in urban areas, the three main social security department,the form of a combination of questionnaires and depth interviews,Beijing XX District unemployment in urban areas of vocational skillstraining Status and Problems of theory of analysis, and make relevantpolicy reform proposals.The first part is the Introduction. Discusses the purpose andsignificance of the study; of existing relevant studies are summarized;learning and summarize the mature experience of the foreign; thedefinition of research methods and related concepts. The second part isthe status of the XX District, Beijing, vocational skills training systemdescribed. The third part is the analysis based on the problems generatedby the status quo. The fourth part is a resolve to tackle the problem fromdifferent aspects of the proposal. Finally, conclusions and deficiencies ofthis article.
