In respect of the present international situation, the problem of employment is a common concern of the governments all around the world. The important issues for management and research of modern public service are the innovation of the content and the mode of employment service as well as improving government employment in public service management system and operational mechanism of modern public service management. Public employment service in China has played a positive role in the promotion of employment and the maintenance of social stability, however, long-term employment pressures and the severe employment situation put forward higher requirements of public employment service. Heilongjiang Province is an old industrial base in China, the development of the labor market is lagging behind, total labor supply and demand pressures and structural contradictions in the "12th Five-Year" period are outstanding. Demand of town labor for employment is1,600,000per year, but only800,000employment opportunities are supplied each year, and the dynamic labor demand and supply gap is800,000. Worker skills and job requirements are incompatible, enterprises "recruitment difficulties" and workers "employment difficulties" coexist, employment of college graduates, the surplus agricultural labor employment transfer and workers reemployed contradiction bring together. Total employment demand each year is over250,000, moreover, there are more than3,000,000of surplus agricultural labor need to be transferred. It is particularly important that whether the government can provide good public service for employment. The article mainly starts from the component of the public employment service system, analyzes the existing problems of the component, raises countermeasures for the public employment service system of Heilongjiang Province to achieve full employment thereby.Applying the theory of public goods analyzes the public employment service the government supplied having the attribute of public goods; applying Keynes’ full employment theory analyzes that full employment can not be achieved only by the market mechanism, it needs government intervention; applying the new public service theory analyzes the importance of modern government supplying public services for employment. Through the research methods such as survey analysis and normative analysis, it researches from the composition of the public employment service system of Heilongjiang Province, and analyzes the existing policy, institutional settings, the construction of information technology, vocational education and entrepreneurship training as well as the status of the public employment service system, and raises the problems of public employment service system in Heilongjiang Province such as lack of financial funding arrangements, need of strengthening public employment service agencies, lag of employment service information construction, the big gap between urban and rural employment and public services. After analyzing experience of the developed countries perfecting the employment public service system by comparative analysis, it raises that Heilongjiang Province should learn from the experience of increasing the central government’s fiscal expenditure and improving the employment laws and regulations as well as the emphasis on the public service information network platform of employment. It raises policies and suggestions of improving the public employment services against the existing problems in Heilongjiang Province, including five areas:the increase of the policy financial support of the public employment service system, perfecting a wide range of public employment service system, strengthening the public employment service information construction, the establishment of an urban and rural unified system of public employment services, and improving the public employment service system.
