Comprehensive Evaluation On Benefit Of Major Achievements Of Agricultural Science And Technology Achievements In

Agriculture has been largely improved in last 30 years since the reform and opening-up. Agricultural products have made historical transformation from long-term shortage to the sustainable balance between demand and supply, and national agriculture has evolved into well-off level as well. Agriculture technology plays a significant role in the historic transition. Nevertheless, the annual transition of national agriculture technology is not well-developed, which heavily hinders agriculture technology and agricultural modernization.The paper targeted at agricultural technology transition project in Sichuan province to analyze how to make overall assessment of agricultural technology transition benefits, and also based on the most representative case among transition which is called industrialization of pleurotus eryngii, to explore benefits evaluation index, reasonable assessment method and procedures of agricultural technology transition. It aims at making sense of universal benefits evaluation index under transition, regulating application quota for applicants, put forward relevant policy recommendations, reducing the obstacles and improving agricultural technology transition.Through the analysis of 23 samples of benefit and comprehensive evaluation of case’s conclusion is:(1) Sichuan Academy of agricultural science and technology achievement transformation project economic benefits, to a certain extent for the local economy. (2) the transformation project of major scientific and technological achievements led the local part of Sichuan Province people in employment, the social benefits are obvious, and promote the transformation of agricultural science and technology achievements. (3) the Pleurotus eryngii factory large-scale development projects to bring greater economic benefits to the local, the ultra billion yuan output value and bring considerable revenue for the local, the local part of people in employment. But in 23 samples and 1 cases also exist the following problems:(1) the technology content is not high. (2) low management level, there is a big waste of resources. (3) financial subsidies, financial security is not big enough. (4) personnel structure is not reasonable and scientific research personnel proportion of investment deficiency. (5) the project benefit evaluation system is not perfect in the declaration. According to the problems found in the proposed policy suggestions are:(1) the enterprise set up and perfect the relevant scientific research institutions, increasing investment in scientific research, enhance the technology content. (2) to strengthen management, improve the management level, improve expenditure efficiency, reduce waste. (3) the government should further increase the transformation project of achievement of agricultural science and technology support, especially the small and medium-sized enterprises, and enterprises to broaden the financing channels. (4) adjust the personnel structure, increased investment in talent. (5) establish a sound project benefit evaluation system.
