Assessment On New Socialist Countryside In Sichuan Province

In October 2005 Fifth Plenary Session of the 16th CPC National Congress had putted forward to the "production development, well-off life, civilized village, clean village and democratic management" as the principle of building a new socialist countryside. In 2008 the Third Plenary Session of the 17th CPC put building a new socialist countryside as Party and country's rural development strategy. Building a new countryside is a great deal. How to build a new socialist countryside needs theoretical study and explores for the practice. Since 2005 the construction of new countryside has been done for this3 years, how about the condition of countryside during these years in Sichuan province? What is the achievement of the construction of new countryside? What is the deficiency? All these need to evaluate the process of construction for new countryside in Sichuan provinceBoth from the macro and micro perspective, the paper carries out an evaluation study on the construction of new countryside in Sichuan province. At the macro, the paper bases on the Systematic evaluation theory as a guide, puts forward to a evaluation index system for new socialist countryside construction in Sichuan, completes the index weight for index system by Delphi method. Using Analytical Hierarchy Process (AHP) method, the paper gets the situation of the construction of new rural areas in Sichuan Province during 2005 to2007. Through hypothesis testing, the structural changes for the construction of new countryside in Sichuan are analyzed. At the micro, the paper baseds on the perspective of farmers. Data is obtained through the sub-samples. The main factories are analyzed by binary Logit model, which influences farmers' satisfactions and wishes to the construction of new countryside in Sichuan province. After the macro-and micro-evaluation, the paper compares the results from the macro-and micro-evaluation, analyzes whether government-led strategic direction are fit to the needs and wishes of the farmers. The main conclusions are as followed:(1) During the 2005-2007, the construction of new socialist countryside made a good start in Sichuan province, showing a high initial level and speed, the agriculture and rural social undertakings made a positive progress.(2)In the initial stage of the construction of new socialist countryside, the rural areas in Sichuan made a all-round development, not only making progress in agricultural production, but also rural politics, democracy and culture are developed . The construction of new socialist countryside has made great contributions to development in rural areas.(3) In the initial stage of the construction of new socialist countryside between 2005to2007, the path of the construction of new socialist countryside in Sichuan is "production development" model as development-oriented, Embodied in the efficiency of agricultural development and development conditions are significantly improved. (4) In the initial stage of the construction of new socialist countryside between 2005to2007, the production in the macro achievements are coordinated with the micro wish, but this isnot for "civilized rural village, clean village and democratic management"AT the end of this paper, in the light of the above analysis and conclusion, it gives somerecommendations to promoting the building of a new rural in Sichuan province...
