China is a leading agricultural nation, migrant worker are the main labor of our nation. As one of the largest province in population, agriculture and exporter of labor, study on the rural surplus labor moving in Henan is of representative significance. With the construction of the Central Plains Economic Zone became to national strategies, a number of industrial clustering zone such as Zhengzhou Air Harbor, Jiyuan Tiger Ridge have gradually been built up, attracting a large number of native workers who working in other provinces return to Henan. The 2010 National Document No. 1 states: China needs focus on solving the problems of new generation migrant workers. This statement is showing that the government has concerned of migrant workers, especially for the groups of born in 1980’s and 1990’s whose population are over 60% of the total migrant workers.Academic researches on the transfer of rural surplus labor force are mainly focused on migrant labor(one-way flow) level, and few on the reflow of migrant workers. The literatures on this reflow phenomenon are mostly about the reflux from the east coastal areas to central western less developed regions, or native workers who return from the other provinces. This paper through empirical research to gives the definition of reflux is: migrant labor back to the original domicile. First, from the flow of rural labor descriptive analysis in Henan Province last five years found that since 2011, the province increased capacity to undertake the labor force, at the same time, the labor outputs has decreased. Then, this paper gives description base on six samples village survey, and conducted a statistical analysis to the data of 252 questionnaires. Selected 11 factors that may have an impact on the return of surplus rural labor, formatted the index system, run the Logit regression model through Stata12.0 and obtained regression coefficients and marginal effects of significant levels, at the same time illustrated the result and drawn conclusions on empirical analysis.This studying paper gives the following conclusions: gender, marital status, education level, economic status of the family in the village, the number of excellent arable land owns by the family, the years of migrant workers worked and personal willingness to settle in the city are the main factors that remarkable affect rural migrations return. The factors of marital status, personal willingness to settle in the city, sexual and educational level have large positive effect on the rural migrations return. The probability of rural labor return increases as the distance decreases to the nearest city. However distance to the nearest town has no effect on the labor return.
