In recent years, as the economic globalization and growing competition between financial markets at home and abroad,more and more banks have focused on business process reengineering which was an effective way of enhancing the core competitiveness. Especially some foreign commercial banks have reconstructed business processes and organization, innovated risk control type, and integrated information technology systems. In this way, they find the best solutions to built for management fundamentally and raise the core competitiveness of the bank. The business process reengineering of financial commercial banks bring successful experience which can be used by domestic commercial banks.The paper takes BaoShang Bank as the object of study. Baoshang Bank Limited(hereinafter referred to as "the Bank" or "Baoshang Bank"), formally established in December 1998, is the first joint-stock commercial bank headquartered in Inner Mongolia Autonomous Region. The strategic vision of the Bank is to Become a Modern, World-class and High-quality Bank and the development goals are to Be a Booster for Public Enterpreneur, to Become a Brand of International Bank and to Emerge as the Best Integrated Financial Service Provider for Small Business. But In recent years, the bank has always followed the "dot full-featured, teller whole process" mode of operation. With the increasing business volume, customer requirements of banking services efficiency have become increasingly high, and the bank operational risk management have become more hard. The drawbacks of this model become more and more obvious, such as high operating costs, inefficiency, high degree of risk spreading, and normal operation of the bank is increasingly unsustainable. The bank rely on their counter business systems to deliver functions to their customs and themselves like asset custody, accounting treatment, capital liquidation, cash management, information management and so on. To improve the counter business management system, process reengineering is the core part. So if Baoshang Bank wants to realize it’s strategic vision and keep the vitality, it should focus on Business Process Reengineering to make the competitive ability increased.The paper based on the business process reengineering theory and the practical experience and research results of financial and domestic commercial bank’s business process reengineering. Using comparative analysis, case studies and other methods, with the combination of theoretical research, practical research and application, author analyzed the present situation and problems Baoshang Bank have faced,carried out the importance of business process reengineering of Baoshang Bank. In this article, the author together with the bank’s business development situation, proposed specific relevant methods which were contributed to business process reengineering. Counter business process reengineering and reconstruction is the most effective means and measures to solve the problem. Through the study of Baoshang Bank business process reengineering, we can see that the process of Baoshang Bank is to implement customer centered business accounting centralized processing and establish the front, middle and background separation centralized management system. it changed "dot full-featured, teller whole process" mode to the counter accepted business and background process, which will achieve the goal that simplifies the counter operation, saves operation cost, controls the operation risk, improves the counter internal management and external service, enhances the counter competitive advantage.When we design the particularized process, we should also speed up the construction of the business system and information technology, prevent the risk of business processes, focus on the quality of personnel team which can make the business process reengineering to be robust implementation. Through the analysis of Baoshang Bank’s operation process reengineering plan,we hope that it can create a modern counter business system to other China’s commercial banks in the practice of business process reengineering.
