Comparison Of Basic Research Policies Between China And America And Its Enlightenment

Nowadays, it has been an important strategy to promote the development of the economy by innovating under the new normalcy in China, and the basic research is the significant support of a nation’s innovational ability. Compared with some developed countries, the system of basic research in China still has some problems, such as the administrative utilitarianism of the basic research, the lack of the legal protection, the poorness of the output result, the low positivity of the enterprises and the imperfection of the system. All of these seriously influenced the pace of the promotion to be a new constructive China.This thesis aims at deeply analyzing the existing problems and its causes in basic research system of China, thus finding the effective way to promote the development of basic research. On the basis of the literature review of basic research by different scholars at home and abroad, the thesis then compares the basic research system of China and United States of America from the aspects of its structure, the characteristic, the funds management, the performance evaluation and so forth, therefore, finds out the main problems and causes of the basic research system in our country. After the theoretical analysis, the thesis puts forward some advice to accelerate the development of basic research, not only including using the reasonable guidance, the improvement of legal system and the intensification and regulation of financial investment, but also contains the perfection of scientific evaluation system and the expansion of the industry-university-institute cooperation.
