The Policy Study On Scientific Research Funds Management Under The Reform For Science And Technology

In China's 13 th plan of five- year national development period, the main directions for Science and technology development of Guizhou Province are the supports of industrial restructuring & upgrading and the structural reform of the supply side. And the essential way to the structural reforms is the system innovation. Through the increasing supply and promoting innovation of the system, it can stimulate the subject creative potential of technology and strengthen the new driving force for sustained economic growth. Scientific research funds management system reform is the important content of the system reform for science and technology, which runs through the whole process of the reform. It also plays an important role to optimize the supply side environment in Guizhou Province, and becomes the central part for the better cooperative to promote scientific and technological innovation and reform, known as the "two wheels". Under the background, this article is to study on the improvement the scientific research funds management system in Guizhou province, combined with the actual situation, under the guidance of the national scientific research funds policy.The paper is based on the definition of the related management of scientific research funds. By using the public policy content analysis and game theory methods, the research, from the policy environment, policy stakeholders and policy perspective, is studying on the issued 30 scientific research funds management policies since 2000 in Guizhou Province, including the implementation of internal and external environment, the subject and object, the policy effectiveness, the application principles, the scope of expenditure, the management model, the budget management, supervision and management mechanism and the balance of funds management. Through the evaluation of 9 cities' or states' input and output efficiency data of research funds in 2014 by the DEA model, Then the following parts of the paper is trying to find the reasons of inefficient utilization and the illogicality factors of the formulation and implementation of the research funding management policy of Guizhou province. The impact of management role play is the top-level design funds management that is not perfect, the lack of supporting scientific research funds management policies. In the last part, the paper makes a comprehensive compare of the science and technology developed countries and other provinces in China, on the scientific research funds allocation model, operation mechanism and performance evaluation. Under the compare, it can explore better methods and models for science and technology funds management under the framework of public management policy, and then give the recommendations for further improvement of Guizhou Province scientific research funds management policy.
