Baoshan Local Taxation Bureau, 12366 Integrated Voice Information System Design And Implementation,

With the constant development of technologies in computer science, network communication, information industry and new public administration movement, it has already become an international trend for all countries to improve continuously their e-taxing functions and provide tax-payers an high efficient and quality taxation services, which is as well an important task facing tax authorities and II experts at all levels.Based on the analysis of the application of Integrated Voice-messaging System (IVMS), this paper first introduced the key technologies of the system, such as the CTI technology, Automatic Call Distribution (ACD) technology of exchange machine, interactive voice response technology, etc. Then according to the need of local tax services, it put forward the structure of 12366 IVMS, defined the functional requirements for 12366 IVMS in detail and built up the model of the system, designed the activity map and use-case map. It also made the general design of the system and the detailed design of the working categories and database of the system, which achieved the distribution of the system functional model and the structural design of the information system. Finally, the realization of the system is succeeded by using Hibernate structure to achieve lasting-storage of data in the software system. Based on J2EE and Struts structural the system functions are eventually designed and realized, including taxation application, taxes consultation, complaint, invoice inquiry, maintenance of right extent, etc. and the system interface is realized as well.
