Computer Telephony Integration CTI that made full use of computers to handle the telephone service. Due to the inherent low-cost, high performance and rich and flexible platform software of computer systems,the CTI-related industries get a great rapid development and be used in many aspects of social life as the IT industries developed. Useing the telephone voice board combined with computer software processing technology,we can make a variety of small and medium sized CTI applications system.Firstly,this paper describes the background and purpose of the research and discusses the definition, characteristics, application and development trends, standards, and evolution of CTI technology. Secondly, the voice-board-based system implementation program is selected for the characteristics of small and medium CTI applications. Then, combined with examples, this paper research and analyze the structure of small and medium CTI application platform carefully. Through in-depth research of radio frequency identification RFID technology, voice conversion technology, object-oriented multi-threaded and socket programming, multi-monitor telephone hook under the seat as well as the PSTN communication network processing technology the application of principles, a set of Intelligent affection Telephone Management System ITMS is builded in the VC++6.0 platform. System realizes the voice management, business management, and monitoring management of the three major functional modules, Finally, in order to make the system more perfect, this paper also gives the phone IC card solutions,and thus the convenient management of guard on prisoner call is realized. The Intelligent Telephone Management System has been proved to be extremely convenient to the users.
