In the year of 2004, the Wenzhou City started to utilize marriage registration management information system of the civil affairs bureau.This thesis focuses on researching the marriage registration management system.It starts with the current situation of marriage registration management, and then summarizes the drawbacks consisted the marriage registration management system, analyzes the reasons of the drawbacks, raises some solutions and at last, designs a new marriage registration management system which is suitable to the modern situations.First of all, I find the problems consisted in current marriage registration: firstly, the system bugs could not be reported timely since the director of civil affairs department is not clear; secondly, the system is based on the WAN,which usually results in a requesting congestion and inaccessibility, thus the marriage register may be suspended consequently; Thirdly, the authority is strictly controlled by the civil affairs department, therefore the Wenzhou marriage registrar cannot delete or modify the data directly. Fourthly, the post-register function can not be used.Additionally, I bring out the solutions. The WenZhou city can reference the successful experience of other cities which introduce the local area network of civil affairs bureau, by setting up at least one platform that can contact with the information center of civil affairs department, sending both the problems occurring during using and suggestion as well as advisements of the system to leaders of the center. By doing which, the utilizing efficiency of concerning inner and foreign affairs system is advanced efficiently. What's more, the stagnation of marriage registering caused by the slack or not of serviced network, thus ,the marriage registration system related to all of mainland China, Hong Kong, Taiwan Province, Macao and foreign countries are being kept perfecting.Thirdly, I edit data met-directory of marriage registration management.Forth, I designed the techniques that are essential to the marriage registration system. Firstly, we analyze different development skills, models and other elements, and discus relevant technology issues on building up the MVC-based MRMIS with ASP.NET technology. Secondly, we analyze the existing problem in the old marriage register system, and discus the possibility to develop MVC-based MRMIS with ASP.NET and oracle, so as to realize a quick and convenient internet information management.
