With the education reform continuously strengthened, higher institution informationization is becoming a great tendency in terms of knowledge economy. Therefore, to establish an educational administration system based on the Web, which is an important symbol of informationized institution, will allow us to improve quality and efficiency of educational administration. According to Henan Polytechnic's features, and considering the requirements of the modern times, we need develop an educational administration system based on the .NET.By way of analyzing the Distributed Web System and discussing the Web Services System, and by comparing the advantages and disadvantages of the two developing platforms——J2EE by SUN and .NET by Microsoft, we select the Visual Studio as a kind of developing tool to design and develop an educational administration system based on .NET. This thesis completely explains its designing and achieving process and its vital technologies under the pattern of Web Services.From the actual need of educational administration, by researching complicated procedures of daily educational administrative work, we have defined the function to meet the actual system. According to the logical structure, we divide it into subsidiary systems and function modules, and make the designing of each module of the system realized, at last finish the partial modules. Meanwhile, the security of system has been taken into consideration.During the designing process, we utilize the MVC ---three levels framework---to design the system level by level, and to efficiently divide the system into different parts. Aiming at some vital skills and questions in realizing the subsidiary modules, we put forward some better solutions: to meet the need of the security, different people have different accesses to the system and we supply different services to each individuals; to realize the function of arranging lessons, we analyze the relationship among teachers, classrooms and lessons, then use reasonable methods to automatically arrange the lessons based on practical teaching resources; in the same time, we can use Internet to help students select lessons by themselves. By developing the educational administration information system and analyzing the multi framework of Web Services, this thesis has wonderfully probed into the comprehensive application of web data based on multi framework of Web Services.According to the use of this system, our college has effectively reorganized the dispersed messages, which has saved a lot of human resource and materials. Moreover, it quickens the information communication, which will bring great convenience for all staff and students.
