In the past few years, over a thousand field-observation sets of equipment have been set up by the Fujian Province Meteorological Department. But some relevant data from the stations with these equipments are archived structurelessly; while the related information is recorded by primitive methods or even unrecorded in some cities. Meanwhile, as there are often difficulties in core-technology communication under the current system of public institutions, the accumulation and continuation of technology run into great difficulties--- so called'technical barriers', which brings about the slow accumulation of technology and the huge trouble in the improvement of technology. This problem, however, could be tackled through the application of the information system to supervise and file all records. Besides, by doing so, the maintenance experience would be shared to the largest extent and technical barriers could be removed to some extent. Moreover, working mistakes are universal attributing to the incomprehensive supervision mechanism rising from features of public institutions. Since these mistakes have been generally considered to be caused by nonstandard device, this set of system is also good for the assessment of maintenance.Focusing on these problems, this thesis would design a suit of integrated maintaining management information system of automatic meteorological observation station (hereinafter referred to as automatic station), with the following main parts: the integrated publishing platform, the maintaining information system, the supervising system of equipment performance, the analyzing system of remote testing, the information of station and network, and the information system of equipment files. In this essay, the author would emphasize the build-up and design of the system and the arrangement of the whole project, including the specific application of detailed analysis and formulation according to customer requirements, the compare of system schemas, the plan of system frameworks, of user-input forms, of data classes and of data bases, and the project management.Considering about the particularity of users and the development of software information system technology, this essay covers many aspects of the information system build-up relevant work, discusses a little about adaptability of different frame platform to the system, states in detail the core elements of the Form Circulation System: the design of forms. In addition, the author compares many designs and finally chooses one that fits this system according to the identity of meteorological data.Finally, with the consideration of the specificity of meteorological departments, this paper illustrates plans of project management and data base design, analyzes the way of general project management under the background of this project and receives a good result, raises a data base design proposal matching the Form Circulation System.
