Design And Implementation Of Henan Province, The State Administration Of Taxation Information System Integration Platform

It has been well accepted to remove Information Island and share information during the course of large-scale development. Information integration in tax offices has also become urgent. Henan Provincial Office of SAT (State Administration of Taxation), is confronted with the problem of decentralized data and its application.This paper analyzes the current situation and serious problems. This idea is based on current technology to integrate information at three levels including portal, application and data for a centralized platform which is highly efficient and interactive.The platform is based on consolidated planning and structuring covering three parts including platform of portal integration, platform of data integration and platform of application integration. The essential part of portal integration is to integrate the current interface, user administration and authority administration in order to provide a user-friendly interface. The core of data integration is to extracting or transforming the data of application system into the comprehensive data base through materialized view, ODI tool, making it possible for centralized analysis and distribution of data. The core of application is to realized data sharing and business integration among major systems, providing access to interaction among various application systems in tax offices.During the course of designing and integrating this platform, I was responsible for designing the framework including the major structures and realization of three platform, Module-based methodology and technology of configurable components are applied based on the concept of a service-oriented framework, ensuring smooth connection with the structure of current system. Meanwhile, I was also in charge of the preliminary design of user, rights and interface in the portal system, establishment of comprehensive database by using materialized view and ODI for updating data synchronously, and involved in planning and design of service process in the application platform.This platform will be important to get rid of Information Island and make new progress in information development in Henan Provincial Office of SAT. Tax officers and taxpayers will also benefit from such a platform which is conducive to improving taxpayer service and reducing tax cost.
