Now, building modern digital hospitals is the trend of the world. One of the important criterions of modern digital hospitals is that can provide with modern diagnosis technology, in which imaging diagnosis is an important branch that made medical diagnosis obtain an unprecedented level. For a long time, medical images mainly in the form of film preservation, with the rapid development of medical imaging technology, medical image data is growing rapidly, the face of such massive amounts of medical images, the traditional film preservation methods have been unable to meet the demand. In order to fully solve the series of problems of a large number of medical images, display, storage, transmission and management of, modern digital hospitals, namely, medical image archiving and communication system PACS came into being. The trend is the information system with the goal of keeping all the information by computers rather than paper. By connecting all the equipment with computers, all the examined result with net, all the information resource can be made the best use of. The critical technology to achieve the PACS is to display and process the medical image in general platform. The CT, MRI, CR, DR and some ultrasound imaging is digital imaging now. However these data files are the standard DICOM image format, that can not be treatment directly in the windows platform. Because the DICOM is a special kind of image file format, the general image soft can not identify. Moreover, most of the image processing software are installed on Unix-based graphics workstations in foreign, many manufacturers do not provide the software under the Windows platform, and the price of the software is very expensive middle and small hospital can not afford it. The developing of the image software under the Windows platform will allow the doctor to diagnose the patient with images at home or in the office with the help of the computer; and also can be used in teaching and researching in the Faculty of Medicine. It is particularly important to expanding the scope of the image.In this paper, the standard format of the DICOM has been studied in detail as a case study for the further research of standard DICOM and the foundation for the application, we received specific correspondence between labels and data elements represented, expressed the specific content of various data elements clearly, etc. We analysis link between DICOM and a common format such as BMP file data, use VC program removed the image information and medical specific information from a DICOM file, respectively filling into the appropriate location in the newly created BMP file, eventually, have developed a conversion software it can be can convert DICOM medical images to BMP, JPG or other common format files. The software's characteristics is the ability to retain valuable medical-related information completely; It has a graphic display function, and medicine-related information output with the map, Its compact size, easy to use, Not only the CT, MRI, CR, DR and some ultrasound imaging can be treatment under the windows platform, but also support to achieve the transmission by the hospital local network or internet. Due to the small size and the convenient, it is suitable for the teaching of medical profession and the personal using.
