| Acording to what we already know, all the editorial departments nationwide with technical quantifications have been concentrated on the research and development of suitable management information system. Some of them have made great achievements. Their mature modern office working style has been walking in the forefront of the country. The key point of this working style is no-paper office, which means every editor was equipped with a computer and all the relevant work including soliciting contributions, editing and processing, typesetting and all the other editorial affairs were accomplished on the computer. However,among People's Armed Police colleges, only a few began the development of management information system, and it's not mature yet. In the network era, with the improvement of personnel quality, the management information system has been widely applied. Journal managements also benefitted a lot from this system. By the simple,convenient and speedy data analysis of computer, editorial affairs can be handled efficiently,and useful information can be provided for decision-making. Furthermore, the critical problem journal management workers have been concerned is,that how to make full and effective use of computers to improve the efficiency of editorial department and the enhancement of journal quality. Therefore, the subject in this thesis is profound and practical.Under the instructions of this idea, the intelligent management information system based on .NET for college journals was proposed and studied with internet and artificial intelligence techniques in the present study. We designed the data flow diagram and data dictionary of editorial business for college journal departments. We also developed models based on .NET for intelligent initial review of college journal manuscripts module. Still, we developed the function structure chart for the whole editorial system of college journals and relevant methods for implementation and maintenance of this system. |
