Research On Web-based Intelligent Management Information System For University Journal Publishing Department

Viewing the present-day society, the knowledge economy has become the trend of social development and the development of information technology changes every day. The information technology is influencing people's work, study and life everywhere in various forms. As for the publishing departments of university journals, the editors should update their ideas and have the courage of innovation to meet the requirements in the development of information technology. As an important part of the scientific and technological publications in China, the university journals are not only the window to reflect and report the scientific research fruits, but also the main approach for obtaining technological information. The university journal plays an irreplaceable role in the development of modern science and technology and promotion of advance in science and technology. To report the academic and technological research fruits in time, promote academic exchange, shorten the time difference of report, the effectiveness and quality of scholarly journals are becoming more and more important. This means higher requirement will be put forward for the management work of university journals.With the coming of network times and increasing of the overall quality of editorial personnel, e.g. the database of experts examining scholarly papers and the database of registration for examination of papers are built to realize the computerized management on the experts and examinations of papers, and turn the contribution on the Internet into reality by developing the Internet-based electronic contribution system. The offices of university journals are continuously increasing their modernization level in editing, so as to realize the information-based management on technological periodicals. But the informationization management demands uniform and complete data, that is to say, there're few management information systems that can realize integrated management on the contribution, examination, editing, and proofreading on the net in the whole process of editing and publishing of technological periodicals. To get rid of the "bottleneck" caused by human factors, increase the work efficiency and the level of scientific management of the editorial department, the managerial personnel of the journals are always focusing on how to effectively manage the work and promote the improvement of the journals' quality, especially, changing and increasing the management work of journals with new technologies of computer and network communication, so as to boost the development of journals. Just based on such thought, the Web-based building of intelligent management information system for university journal publishing department is studied and discussed in this paper.Proceeding from the current business flow management pattern, the current business flow is analyzed in this paper, and by making use of the Internet and artificial intelligence technology, the web-based intelligent management information system for university journal publishing department is put forward mainly from the following perspectives:(1) The Web-based design concept of management information system for the university journal publishing departments is put forward. In the past, the management information system for the university journal was based on the PC system or Intranet. In this paper, the N-Tier mode is adopted in the management information system for the university journal on the basis of the Internet, which will make full use of the resources on the Internet and increase the working efficiency.(2) Relevant technologies, such as the expert system, machine learning, knowledge, knowledge discovery, etc. are applied to the design of the management information system for the Web-based university journal, creating a new way for application of the information system. In this way, new measures for solving problems in the management information system for university journal publishing departments are proposed.(3) The editing and typesetting software is embed into the management information system for realizing the modernization flow of receiving manuscripts—examining and commenting—finalizing the manuscript—editing and typesetting.A more efficient MIS are proposed to improve the efficiency of university journals publishing departments, and the management level can also be improved by this method. The research has great significance for the management of university journals publishing departments.
