| Inviting outside investment is an important work to governments at all levels. The importance of investment is increasing in Yunnan, which lies to a dominant role as a"bridgehead"to China _ ASEAN Free Trade Area which initially established. This paper was main to the problems of inviting outside investment practical work in Yunnan Investment Cooperation Bureau. Thought finding questions in the process of working for Government agencies, Chambers of commerce, Business , we developed a management platform to them was based on ASP. NET, which combined with the work of Provincial Investment Promotion Bureau Prospects. The management platform not only could promotion policies and release information, but also could gradually replace the original traditional workflow to online working. It could improve the Government information, increase efficiency, enhance service functions of government services. And finally promote the work of investment.This paper began with the real works of Yunnan Investment Cooperation Bureau, and then analyzed of key business processes, built business models embodying a network stations operational guidance, a government extranet information issue management, a guidance of Chamber of commerce workflows. Each model system and operating framing has been study up on and proved. The management platform was development including several steps: logic analyzed and abstracted functions of the system; determined to achieve functions class of the system; designed a database; prepared a detailed description of the development; developed a prototype system; revised and improved system based on the prototype, finally finished the platform development. After rigorous testing and commissioning, now the system has been officially running and has achieved initial results. At the end of paper, problems and successes about system were summarized from the whole process, and the future works were looking into. |
