Main responsibilities of Yunnan Provincial Education Planning Leading Group Office include drawing up provincial development planning of educational research and to issue guidelines, organizing and assisting in the management of the National Education planning issues in Yunnan; Organizing project assessment, inspection, guidance, incentives, achievements promotion, funds management and so on of the whole province; providing a lot of services for education research projects and exchange of experience. In recent years, with increasing understanding on education and scientific research, the number of applicants who applied for projects on science and planning issues in our province increases annually. Therefore, the traditional task management has become increasingly unable to meet modern educational needs of science and management planning issues owing to its heavy workload of data processing, long time to retrieve data and large file storage area and other shortcomings.This paper explores the management of Yunnan Provincial Projects on education and science planning under the context of Network. Based on analysis of the management in traditional method and the problems, the author extracts corresponding processes and functional requirements and designed the Information Management System of Yunnan Provincial Projects on education and science planning on the basis of Project cycle. The functions of the system cover application, evaluation, middle inspection, application for conclude the project, evaluation of projects, inquiry about achievements and etc., which fundamentally realize the management of project cycle. Main module of the system is application and evaluation of projects, on the basis of which other parts are developed such as uploading and self-managing project materials, management of concluding projects, review of project materials and etc.. Different users can apply for the project, manage projects or exchange information through Internet according to different authority limits. As a result, the application of the system is quite helpful in saving costs of project evaluation, improving work efficiency of relative staff and therefore accelerate promotion of Achievements.
