Design And Implementation Of E-government, Yuzhong District Cooperative Office Service System

At present, all levels governments not only focus on the transition from administrant type to public service type, but also focus on to build government portals as a window for public service. It boosted the development of the E-government, and led government changing style of work, creating new way in service, updating efficiency, providing more convenient to people, promoting development of the society. Especially, following the growing of the IT in public and more and more people joining in, the public are expecting more items and contents in the government service, so it's more important than ever to build a comprehensive e-government service system.Yuzhong District as the centre of Chongqing, its level of the government's informatization and efficiency of the government affairs are represent the whole Chongqing. So, it's urgently in needing of an interactive e-government work-cooperating system within the government, enterprises and public. The purpose of this subject is based on the e-government general plan of the Yuzhong district, and explains the analysis, design and realization of the e-government cooperative office system. It also had a detailed discussion on the technology and methods of the system realization process, in order to build a single-stop interactive service system. The research of the subject will be to solve the problems of the plan and standard in lack of oneness in e-government, isolated information resources and inefficient government administration.The Yuzhong district's e-government cooperative office system as an important part of the district's e-government system, it has a basic effect on building a perfect and reasonably structured e-government system, and is one of the precondition of building a service-type government. The method of the developing is based on the platform of J2EE which is using XML technology. The system contains components of the documents management system, decision supporting system, community management system, online approval system, call centre and etc. It will provides so many functions as documents management, solution share, online information, administration approval.Because of the system contains many components, the subject will heavy stress on introducing the documents exchange sub-system. In the introducing of the sub-system we have three steps:1st, analyzed the traditional documents handling process, introduced the system framework of the e-government cooperative office system based on the J2EE; 2nd, introduced structured express method of the e-document based on XML; 3rd, researched the e-document exchanging flow.
