The purpose of Egovernment is to improve government efficiency, improve leadership and administrative ability, it's also a system solution to make the government information publication, management, and communication and service function extend to networking, automation and intelligence. Using modern information technology to handle official business, management, or providing public services becomes the inevitable choice.The collaborative office system in this paper based on the concept of cooperative. Its essence is merge the business processing, information processing and collaborative application, realizes efficient transmission and sharing of information among different users, promote the transformation of government function and improve the service level of administrative abilities, to achieve resource sharing. This is also ensures efficient and orderly completion of routine office works and other management activities within the committee.On the basis of consulting a large amount of references, the paper research on the development of cooperative office in China and abroad, sum up experience, clear the focus of research, the design ideas of the cooperative office system are established, which are outstanding coordination of communication, business, knowledge and application.This paper makes full use of the basic idea and principle of software engineering, according to the system life cycle management and the unified modeling method design and implementation of the system.This paper uses the method of questionnaires and interviews to research needs, summarize and refine the user's system requirements through in-depth analysis of the organization structure and business process characteristics. In-depth on the demand analysis of system, the overall structure of the system, network topology of the system, the main function modules, the interface between the system and the system database are designed in detail. By using MVC based software design patterns, workflow technology, single sign on and unified authentication, Web Service, B/S system architecture and other techniques to achieve the means. Finally, the development of the system is completed and the related function modules are displayed.At the end of this paper, the cooperative office system has been tested, to ensure that the system function process is expected to achieve, the research work is summarized and reviewed in the future.
