In this paper, after deeply researching the video and image monitoring system and the video image processing technology on embedded platforms, a real-time remote camera monitoring system based on ARM platform was designed.When moving suspicious target is found,this system sends a warning by lights and sound,meanwhile monitoring information will be sent to the phone and network terminal to realize remote alarm,, and monitoring platform can also receive text instructions to control monitoring terminal reversely. Analogue and digital camera drivers are enhanced, improving the original video stream reading velocity greatly, and providing a good source of high-speed image data for target monitoring. Drip infusion algorithm based on video processing is futher studied and lauched on the hardware platform, realizing real-time measure of the infusion drip and alarm in time and meeting the real-time and accuracy requirements of practical application.Firstly, this paper shows the hardware block diagram as well as the overall software architecture of the remote real-time monitoring system, and describes the process of designing development platform. Secondly, it analyzes the driver structure under Windows CE 6.0 system and applies two acquisition programs of digital and analog cameras.By designing the digital cameras’ USB driver and programming an interface to acquire the underlying image data directly, the system improves the speed of getting original data from USB interface.The analog camera with analog-digital converter module mode, has a custom transform interface in the DirectShow framework,in which the system can call the callback function to complete the quick read of the original image data and improve the video processing speed. Then, this paper introduces the basic video-image processing method, and examines the infusion drip speed by proposing three-way inter-frame image difference frame and the one-way difference frame methods. Then a local buzzer and light alarming program, a preparation of the GPRS messages sending and receiving terminals warning instruction program and a sending alarm information and monitoring image through TCP/IP network program are designed and tested successfully. The entire remote real-time monitoring system is established and the article shows the flow chart of the overall system, the actual operation of the system interface and operating results. And the infusion liquid drop speed was measured under different dripping speed. The results show that the system can meet the demand of practical application.
