With the increasing of economy and population, the losses caused by meteorologic disasters are also growing in recent years. Meteorologic disasters seriously hindered the economic development. It's important and urgent to implement a system for providing meteorologic forecast and warning services in order to reduce the losses by meteorologic disasters. Meteorologic services are becoming the basic infrastructure for economic construction, national defense construction, social advancement and people's lives. So this paper focused on how to provide a better meteorologic service by making full use of existing technologies such as meteorology, computer and network.Short Messaging Service (SMS) is the most basic and common service of cell phone. We think it is a feasible and efficient way to deliver weather information to mass users based on mobile SMS. The goal of this paper is to develop a system, which can send Meteorological Short Message to mass users in Sichuan Province rapidly and reliably. Based on the network features of Sichuan Province Meteorological Bureau, the system includes a fast and reliable scheme for buildding our network, by using the existing servers of our lab. The data can access the SMS Gateways of China Moblie, China Unicom, and China Telecom through the private optical fiber.Our system is designed to focus on the stability, reliability, super capacity, maintainability, and manageability of the platform. The system consists of four layers, such as communication interface layer, data layer, trafic logic layer, and application layer. For satisfying the special needs of meteorological services in Sichuan Province, our system provids a traffic management platform, a forecast input platform, a meteorological warning distribution platform. Practice has shown that our system can provide services flexiblely and stably and be independent of a specific application.
