The competition among countries sources from talent, so that Personnel Archive Management (PAM) becomes an indispensable substructure of Human Resource Management (HRM). The current Chinese Personnel Archive Management System was established on the one of the former Soviet Union for the needs of distribution and management on nature resource and human resource by Public Owned Policy. It came from the class system on political status, social status and resource distribution in unit which is complied with political origin, residence and equalitarianism separately. The current Personnel Archive Management System once played a critical role in HRM, economic development and social stability, yet with boost of Chinese continuous opening-up and perfection of market economy, the reduction of its influence and value is foreseeable. Lag between the rigidifying Personnel Archive Management System and reviving needs for social personnel archive is so huge that prevents the flow of talent. Multiple management, overlapped, abandoned, destroyed, expiated, cloned, and fabricated archives result in negative value. Therefore, we must explore new combination of policies, scientific and effective ways to reform the demoded Personnel Archive Management System. With the concept of thinking for people, to maximize the positivity, initiative and creativity of human resource, this will definitely turn our potential population advantage into real talent advantage and expedite more effective deployment of HR.Allowing for the barrier among unit-owned, department monopoly and regional segmentation of talent, we must bring forward the reform of Personnel Archive Management System along with the polish of personnel system. As a public policy, Personnel Archive Management System has to positively react to new social conditions, environments and requirements:to create a stable and trustful platform with talent information and credit to handle personal, organizational and national relations, to setup a new Personnel Archive Management System which is open, fair, justice, easy to supervise and appeal-able. With information management, service and development all in one, the new system can faithfully assure a comprehensive utility of personnel archive and help to build up a healthy talent market, so that to boost the reform of our personnel system. The function of Personnel Archive Management System diverts from controlling people into serving people, on the other hand, by doing so, it can truly realize macro-management over people and fully enhance its level.Articles regarding the reform of personnel system are scattered in many news papers; yet, comments on disadvantage and reform of current Personnel Archive Management System are just some improvisations, especially on operational level, illustrious points of view are seldom read. The writer tries to reveal the inner reason which prevents the progress of Personnel Archive Management System reformation, and lays her prospect for its future development.
