Expert System In The Labor Policy In The Online Counseling Service

The policies and regulations in the labor field associated with people's vital interests have become a focus of attention of the masses of workers. More and more employees consult the policies and appeal the issues to the departments concerned by means of letter and telephone. In order to ease the contradiction between supply and demand, the government department launched the online consulting services in the form of real-time or non real-time. However, these online consultation forms are difficult to meet the customer needs in the aspect of interactivity, time and self-help since the expertness of the problems in the field of labor are strong. In this thesis, we applied the expert system to the online consultation service, anticipating to changing the situation. The system can not only resolve the professional problems which can only be settled by experts, but also can deliver the 24-hours, multi-user concurrent services which has created a new unmanned duty-style real-time expert advice form.The thesis analyzed the requirements and the characteristics of the labor policy consultation services from the point of view of domain knowledge and user behavior. It established the forward reasoning mechanism based on the generative rules and the hypothetical reasoning, which helped to structure the reasoning framework of the policy consultation expert system. The thesis proposed the dual-boot mechanism based, subject-oriented expert-led interactive mode aiming at the barriers of users'expression as well as the system's understands to the natural language in the human-computer interaction process. Furthermore, it adopted the "Topic Maps" and the "Decision Trees" to carry on the conceptual design towards the mode. On the other hand, the mode helped to design and to optimize the general framework of the policy consultation expert system. It guided the detailed design for the knowledge base and the user interface in the theme-leading process by means of ontology+ XTM+Omnigator. At the same time, it also undertook the detailed design for the knowledge base and the UI in the reasoning process through CLIPS +.NET, illustrating the interface invocation of the functional modules in the system.
