For telecommunication operators who have GSM network, it is neccessary for them to use the good coverage of GSM networks to serve TD-SCDMA users when introducing TD-SCDMA technology, which requires roaming and handover between TD-SCDMA and GSM networks. So, it is important for us to study the handover/roaming strategy between them, and this will help telecom operators to implement the handover and roaming between TD-SCDMA and GSM networks, and perform optimization based on service and application types.The thesis analyze and study the handover and roaming principles between GSM and TD-SCDMA specified by 3GPP, and explains how to implement it, which including the network building strategy, parameter setting principle and how to do parameters optimization under different RF enviorments. The paper use the real signalling flow and test scenario to illuminate the questions need to pay attention in the network building and optimization, which will give guideline to network planning,implementation and optimization.The paper use the real example to explain the network configuration and test plan for inter-system handover, and give examples for the possible issues during the test. For the important thing of neighbor cell planning in the optimization of GSM/TD-SCDMA handover and reselection. Finally, based on the author's working experience, the paper give the idea and utilization result of the neighbor cell planning tools in order to easily and quickly implement the inter-system planning and optimization.
