Because of the UMTS (Universal Mobile Telecommunications System) system has a high progress in standards, terminals and network application. WCDMA (Wideband Code Division Multiple Access) network and HSPA (High-Speed Packet Access) network are now in widespread commercial use all over the world. More and more subscribers have already enjoyed the facilities of the 3rd generation mobile communication. At the same time, the WCDMA network's optimization has becoming a very important work to enhance the service quality. Neighbor optimization is the focus of WCDMA RF (Radio Frequency) optimization. Because the initial radio network planning, and the fitted neighbor setting for the actual environment, or a suitable neighbor optimization plan for different vendors in network swap, it will reduce the interference within the system, increase the soft handover successful ratio and decrease the call drop ratio significantly. Neighbor adjusting and optimization has already been a main method to ensure good network KPI (Key Performance Indicator) in actual engineering.Neighbor optimization includes the intra-frequency neighbor optimization and inter-frequency neighbor optimization and inter-RAT neighbor optimization and the RNC (Radio Network Controller) configuration adjustment. Any mistake in these measures will cause neighbor missing, bad Ec/Io and high transmitter power of the terminals. The user will discover voice service is not clear and the speed of the package service is low. A serious neighbor missing mistake may cause call interrupted and a user complaint. Thus, the research of the WCDMA network neighbor optimization will play an important role in network quality assurance.This paper focuses on the neighbor optimization in different scenario. And it provide the corresponding neighbor optimization solution. Meanwhile, in order to improve the efficiency of neighbor utilization, this paper presents a neighbor management algorithm based on the neighbor combine. After introduction of the new algorithm, we give an application of the new algorithm in the actual system. In this way, the system performance is assessed, and the effect in engineering also verified.
